A new deep level transient spectroscopy (DLTS) technique is described, called half-width at variable intensity analysis. This method utilizes the width and normalized intensity of a DLTS signal to determine the activation energy and capture cross section of the trap that generated the signal via a variable, kO. This constant relates the carrier emission rates giving rise to the differential capacitance signal associated with a given trap at two different temperatures: the temperature at which the maximum differential capacitance is detected, and an arbitrary temperature at which some nonzero differential capacitance signal is detected. The extracted activation energy of the detected trap center is used along with the position of the peak maximum to extract the capture cross section of the trap center.

An 18-m-high coastal bluff at Togiak Bay (northwestern Bristol Bay, southwestern Alaska) exposes marine, lacustrine, fluvial, glacial, volcanic, and organic deposits that record the ∼50,000-year-long transition from the peak of the last interglaciation to the early Wisconsin glaciation. The base of the section is dominated by stratified sand and silt extending up to 4.3 m above sea level; marine diatoms are present, and pollen assemblages are characterized by relatively high percentages of Picea, Alnus, and Betula and low percentages of Poaceae and Cyperaceae. The marine sediment was probably deposited during the peak of marine oxygen-isotope stage (OIS) 5e. An infrared stimulated luminescence (IRSL) age of 151,000±13,000 yr from near the base of the exposure is permissive of this correlation. The marine sand and silt are overlain by 0.8 m of peaty silt with diatoms that record a transition from marine to lacustrine conditions. During this interval, Poaceae and Cyperaceae dominate the pollen assemblages, and Picea and shrubs are nearly absent, suggesting that herb tundra occupied the landscape. This interval probably encompasses OIS 5d on the basis of the herb tundra and an IRSL age of 119,000±10,000 yr from 60 cm below the marine/lacustrine transition. The organic mud is overlain by 3.1 m of stratified sand and organic silt that apparently record shallowing of the lake; reappearance of spruce and shrubs (=OIS 5c?); and subsequent deepening of the lake (=OIS 5b?); followed by aggradation of a floodplain (=OIS 5a?), which was dry at the time basaltic lava buried the site. Thermoluminescence analyses on lava-baked sediment indicate that the eruption occurred 70,000±10,000 yr ago. Sometime thereafter, but prior to 53,600 14C yr B.P. an outlet of the Ahklun Mountains ice cap advanced over the site and deposited ∼7 m of bouldery ice-contact drift. The sedimentary sequence contains at least four tephra beds. Major- and trace-element chemistry provide a basis for correlating two of the tephras with tephra beds at nearby sites. The tephras, luminescence ages, and correlations with marine isotope stages provide the geochronological control to place the Togiak Bay section into a global context. The site serves as an important new reference section for late Pleistocene paleoenvironmental change in eastern Beringia.

Stratigraphic records from coastal cliff sections near the Marresale Station on the Yamal Peninsula, Russia, yield new insight on ice-sheet dynamics and paleoenvironments for northern Eurasia. Field studies identify nine informal stratigraphic units from oldest to youngest (the Marresale formation, Labsuyakha sand, Kara diamicton, Varjakha peat and silt, Oleny sand, Baidarata sand, Betula horizon, Nenets peat, and Chum sand) that show a single glaciation and a varied terrestrial environment during the late Pleistocene. The Kara diamicton reflects regional glaciation and is associated with glaciotectonic deformation from the southwest of the underlying Labsuyakha sand and Marresale formation. Finite radiocarbon and luminescence ages of ca. 35,000 to 45,000 yr from Varjakha peat and silt that immediately overlies Kara diamicton place the glaciation >40,000 yr ago. Eolian and fluvial deposition ensued with concomitant cryogenesis between ca. 35,000 and 12,000 cal yr B.P. associated with the Oleny and the Baidarata sands. There is no geomorphic or stratigraphic evidence of coverage or proximity of the Yamal Peninsula to a Late Weichselian ice sheet. The Nenets peat accumulated over the Baidarata sand during much of the past 10,000 yr, with local additions of the eolian Chum sand starting ca. 1000 yr ago. A prominent Betula horizon at the base of the Nenets peat contains rooted birch trees ca. 10,000 to 9000 cal yr old and indicates a >200-km shift northward of the treeline from the present limits, corresponding to a 2° to 4°C summer warming across northern Eurasia.

Pollen data from two sections from a coastal cliff on the western Yamal Peninsula (69°43.27′N, 66°48.80′E) document the environmental history during the Karginsky (Middle Weichselian) interstadial. Low pollen concentrations, high amounts of redeposited pollen, and relatively high presence of Artemisia pollen characterize sediments deposited at about 33,000 14C yr B.P. Grass-sedge plant associations with few other herbs occupied the area during the late Karginsky interstadial. Artemisia pollen may indicate rather xerophytic vegetation and disturbed soils in the area. The dominance of redeposited pollen reflects scarce (disturbed) vegetation cover and low pollen productivity. The climate was relatively cold and dry. Sediments dated to 32,400 14C yr B.P. contain fewer redeposited pollen and concentration of non-redeposited pollen is significantly higher. Pollen contents indicate the dominance of tundra-like grass-sedge vegetation and more humid conditions. Pollen records dated between 30,100 and 25,100 14C yr B.P. also reflect scarce tundra-like vegetation during this interval. The presence of Betula nana and Salix pollen may reflect limited presence of shrub communities. This suggests that the climate was somewhat warmer during the latter part of the interstadial. However, generally the pollen records show that harsh environmental conditions prevailed on the Yamal Peninsula during the Karginsky interstadial.

A very cursory review of our agricultural economics literature shows a history of concern in our profession about the effectiveness of our research efforts. And, concern and criticism follow us to the present day. Certainly, there are no simple answers to the questions that face us. The question for discussion cannot be elaborated on in an authoritative and summary fashion. Though more modest in scope, the question before us is part of a much broader question of where are we and what should we be doing in agricultural research. This broad question was posed by the Senate Committee on Appropriations in 1965. We recall that the level of concern was such that USDA and the Association of State Universities and Land Grant Colleges arranged for a special 12 member USDA-SAES task force to study and report on the situation. Their comprehensive report, entitled “A National Program of Research for Agriculture” (Report of a study sponsored jointly by an Association of State Universities and Land Grant Colleges and USDA, Oct. 1966) is testimony to the monumental nature of the assignment.

Introduction:
Disaster preparedness is an area of major concern for the medical community that has been reinforced by recent world events. The emergency healthcare system must respond to all types of disasters, whether the incidents occur in urban or rural settings. Although the barriers and challenges are different in the rural setting, common areas of preparedness must be explored.
Problem:This study sought to answer several questions, including: (1) What are rural emergency medical services (EMS) organizations training for, compared to what they actually have seen during the last two years?; (2) What scale and types of events do they believe they are prepared to cope with?; and (3) What do they feel are priority areas for training and preparedness?
Methods:Data were gathered through a multi-region survey of 1,801 EMS organizations in the US to describe EMS response experiences during specific incidents as well as the frequency with which these events occur. Respondents were asked a number of questions about local priorities.
Results:A total of 768 completed surveys were returned (43%). Over the past few years, training for commonly occurring types of crises and emergencies has declined in favor of terrorism preparedness. Many rural EMS organizations reported that events with 10 or fewer victims would overload them. Low priority was placed on interacting with other non-EMS disaster response agencies, and high priority was placed on basic staff training and retention.
Conclusion:Maintaining viable, rural, emergency response capabilities and developing a community-wide response to natural or man-made events is crucial to mitigate long-term effects of disasters on a local healthcare system. The assessment of preparedness activities accomplished in this study will help to identify common themes to better prioritize preparedness activities and maximize the response capabilities of an EMS organization.

Melting and retreating glaciers and ice patches (aniuvat) have revealed frozen archaeological remains on several continents, including North America. Artifacts from these sites provide information about high-latitude and high-altitude human adaptations and unique insights into prehistoric material culture. A Geographic Information System (GIS) model, “Modeling Archaeological Potential of Ice and Snow,” or MAPIS, is being developed to focus aerial reconnaissance and pedestrian survey for archaeological and paleontological site discovery over vast areas containing glaciers and ice patches. Two field surveys in Alaska's Wrangell-St. Elias National Park and Preserve refined the MAPIS model and documented historic and prehistoric artifacts on the surface of recently melted glaciers and aniuvat. Because thawed and exposed organic artifacts decompose or are destroyed soon after exposure, there is an urgent need to locate and preserve them before they are lost forever.
